FPSC is leading the development of Canada’s first Learning & Recognition Framework for the food and beverage manufacturing industry. This groundbreaking framework for manufacturers and educators provides clear learning pathways and skills requirements for jobs. With the Learning & Recognition Framework it will become a whole lot easier for educators to align training to industry needs and for employers to develop the perfect team.

Our framework provides industry and educators with a documented model, clearly defining qualifications in a comprehensive structure. This framework then provides a path for learning and achievements, developed through. FPSC’s framework was developed through a series of consultations with industry in 2019.

The LRF Model: Your Blueprint for Skill Development

The LRF organizes skill development into five clear levels, each aligned with increasing cognitive complexity and industry expectations. Together, they form a structured path from foundational readiness to strategic leadership.

Level 0: Workplace Essentials

Foundational employability and cultural competencies.

Level 1: Foundations

Sector understanding, basic food safety, and GMPs.

Level 2: Occupations

Technical, NOS-aligned, job-specific knowledge.

Level 3: Supervisory/ Intermediate

People leadership, workflows, regulatory awareness.

Level 4: Management/ Advanced

Strategic thinking, risk management, system design.

Each level combines mandatory core learning,  sector electives, and industry-specific modules, creating a flexible structure that supports everything from onboarding to executive development.
